For 11k the two best things you could buy are either an Iksar Ceremonial Chestplate or a Fungi Staff while you do not have Torpor. Nothing else is really going to compare.
Iksar Ceremonial Chestplate will give you 3000 HP per hour, assuming you are always regenerating.
1. Cannibalize 1 = 1680 mana per hour.
2. Cannibalize 2 = 1584 mana per hour.
3. Cannibalize 3 = 1520 mana per hour.
Fungi Staff will save you roughly 1200 mana per hour, as you are saving 300 mana from casting Regrowth every 15 minutes.
Luckily both of those items have a pretty steady price, so you can resell them when you want to buy Torpor.
If you can buy both, then buy both. However, if you have 20k, solo a lot, and don't have a JBB, then buying a JBB for 20k (assuming Blue) would save even more mana. If you cast JBB 30 times an hour (you will use it a lot more than that), you save 4500 mana per hour on offensive spells.
