You don't need an IP exemption to create a new account. You need one to log into 2 accounts
at the same time on the same IP.
You can create a new account and be logged into a fresh level 1 in less than 5 minutes.
There is ZERO reason not to have 1 character per account...only upside potential no downside whatsoever.
