I’m going with the assumption that it was an incompetent chief because there is no way that many officers are all cowards at the same time. They must have been given a stand down order because in a hostage situation you don’t breach
However, the constant gunshots should have been a clear indicator that could have been communicated to said police chief that this wasn’t a hostage situation and that he was killing all the hostages
So if it was the police chief’s call not to attempt to breach a barricade that could easily be breached by PD then he should resign in disgrace and personally apologize to the families of the victims

Mostly agree. But he shouldn't apologize, that opens him to personal liability and civil judgments. Everyone is better served if the departments insurance handles it, families of the wrongfully deceased will be better restored by him doing the wrong thing(again).
Never apologize for anything, it's a perverse system we have.
