Probably best place would be the petition section on this forum.
Are you sure you didn't have any alternate accounts the higher level characters could be on? Or were they the same account as your green chars? Are you sure you logged into Blue server and not Red?
Did you share your info with anyone who may have two-boxed your higher level characters and gotten those accounts banned if so?

Petition section of the forum definitely your best bet. Rumors/Whispers from the Green UN seem to give the impression that the volunteers are really backed up right now though. I don't know why but I've also heard once you make a thread, don't bump it as it moves you further back in the que. Good luck to you!
