Leather, Chain, and Steel plate armor do not drop; mostly those are bought from NPC merchants in the main cities. Start searching there.
Rawhide, ringmail, and bronze armor are the equivalents of those armor types that drop by monsters roaming the world. You'll start finding large rawhide on some of the various orcs and whatnot in the desert region in the teens levels, among other places.
