My guess would be that you need to move your installation out of program files. The last logged in server is stored in an ini file in your EQ directory (eqlsPlayerData.ini), and if it's in a protected location it cannot write to that file unless you run as admin etc.
Your UI windows will reset - again because those are stored in ini files... However, you can retrieve the "temp" version of these files from your user's appdata folder and just copy them into your eq directory, or just reset your UI the way you like it again. Note these will look like UI_<CharacterName>_P1999Green.ini (for green) or _Project1999.ini for blue.
