I play a ranger on blue, and he was my first guy past Level 15, so I can relate! I'd consider filling any slot that has a banded option with banded, then saving for haste and/or 55/5 rings.
I didn't replace my last piece of banded until my mid-40s when someone inspected me, took pity, and handed me a new chest item. Banded worked well though into the 40s. So many of the players you're going to play with will be twinked like crazy so if you're able to do your part (ie, pull and maybe ghetto tank as you can hold agro with flame lick even if your gear is modest) your groups will still murder stuff and still value you as a member of the group.
