Since the patch, I have not hit anything with throwing. I am playing a 37 rogue with my throwing skill maxxed. Before the patch, I was able to hit things with the throwing skill.
I don't have a fancy parser with a bar graph output, but here's a few screenshots of 100% misses on blue-con targets (I only recorded the same type/con of mob for this, but I'm missing on everything).
