Well I don’t know any region that only mentions damnation and not a possible heaven or afterlife, and if there is, that would be one sad religion I agree
So no matter what religion, there would have to be a combination of hope of an afterlife and the comfort that provides, and a possible fear of damnation. Really it could just be a fear of failing to achieve entry to heaven, because even if it were just a void, it wouldn’t be as good as heaven obviously
And speaking in generalities most religions seem to expect belief and acting in a godly manner according to their tenets. And aside from maybe some diet restrictions usually acting in a godly manner with most modern interpretations of religion is very comparable to being a good person in general (being truthful, kind, humble, that kind of stuff). So if the fear of damnation caused someone to be a better person, it would still create some gain for them (since positivity tends to attract itself), and others around
