Scarecrows in West Karana scowl but are not aggro (or at least weren't on live). Any green/non-exp should not aggro even if scowling unless you sit nearby. Decaying skeletons always aggro even if you're level 60 independent of sitting - they will attack. But, factions on P99 are screwy, so don't assume anything from live.

All of this should be working. If it isn't, we will fix it with provided bug reports of how its not functioning.
