here's an interesting thing about animals.
When cornered, laws mean nothing. 80% of humans will even kill their loved ones to escape their own death.
Regulation, laws, none of that matters.
There is a VERY REAL philosophical discussion about how capitalism, cannot work without the god fearing religion that all the creators of capitalism were a part of.
The fear of god, eternal damnation, it's the only thing that you cant escape, uneless you just chose not to believe in it.
Just like any other regulation, it's a law that you can only escape if chose not to believe in it.
Corruption, just like you said, corrupts regulation.
The only thing you cant cheat is eternal damnation... unless you convince the people not to believe in it.
Then you can do whatever you want to them.
