I think the stratification you are indicating here kind of suggests at the real problem. Addressing economic issues that the poor and "middle class" struggle with might also reduce the total number of abortions... since you mentioned equity of outcome

Ya, population control I think always ends up having a eugenics element. Gets even uglier when we start looking at which class AND race gets the most abortions done
For sure changing the numbers of poor would result in less abortions of the poor. But there will probably always still be some poor, and those will probably always have the highest utilization rate (as % of population) of abortions
And until we change the numbers, and even after we change the numbers, it still has a eugenics kinda element to it, whether intended or not
Edit: This is why I don’t think we’ll see many Dem politicians phrasing abortions as population control. Because a follow up question of “which class and race population is being most controlled then?” is not a question they would want to go on record answering
