Here is the problem, legally he cannot charge for any service attributed to the server. Daybreak owns the intellectual rights to OG Everquest. They cut him a deal allowing him to use the code for this EMU in exchange for some of his code to make their classic progression servers.
But he cannot charge for any service related to this box, he can only accept donations. Why do you think he comes down on RMT so much and tries to erase any mention of it off the forums. Because even RMT makes him legally vulnerable.
So he cannot give a price to anything, you can give a bulk donation in the hopes of Red, but there is no guarantee.

Fair enough. So let's contact Daybreak and see what their position is. Say someone would make a compelling case and present it to them and say: Hey, we're 500 players that are dying to get a fresh pvp server but P99 aren't responding to our request and we suspect it has to do with the fact that they might be violating some kind of unknown agreement. What can we do to get our server (willing to pay) and keep everyone happy?"
In the end, it's probably 1 or 2 people that need convincing and as I mentioned, it's usually just a matter of (enough) money. At least get a dialogue going?
