Kingdom helps their members get Phinny, but it's the member who has to do all the work (of tracking Phinny). Once he's up, the member can "batphone" the guild to ask for help, and usually (depending on the time of day and such) a suitable raid force will show up and kill him.
I imagine other major guilds are similar, but I can't speak for them.
