By Highkeep and HK you all are referring to Highpass Keep (only other zone with 'high' in it is highpass hold which is why im a little confused)?
I have looked at the maps on the wiki and it shows level range of 18-35....This not correct? Or the guards/nobles con higher?

The maps and guides never take into account the occupying faction. If they did, at the gate of every city would be level 1 - 50 because of the level 40 guards.
