Monk and Enchanter will benefit from Ring 10 the most due to the regen considerably boosting their solo power. Ring 10 is only really amazing for solo boosting and decreasing raid wipe recovery time. Monks get some additional raid benefit by having a regen they can pop on when pulling if they get dispelled or forget to ask for a regen refresh.
Warriors can get decent solo benefit from it as well if they are geared to the teeth. But just putting Ring 10 on a Warrior alt without a lot of other good gear wouldn't be as impactful as putting it on Monk or Enchanter.
Every other class you put it on will get some solo benefit from it, but ring 10 is tough to get it on multiple characters. So you should think hard about which toon you want it on.
Shaman/Druid are the worst classes to put it on. Shamans can use Fungi Staff (snare doesn't matter because you are snared via Torpor most of the time anyway), and Druids get Regrowth of the Grove on their Velious BP.

Good point about the Rogues. The +10 ATK and extra regen would give rouges a bit of extra damage/survivability in raids, so it's not a terrible choice if topping DPS charts is your goal. I am not sure if there is a better ATK buff that conflicts with ring 10 though.
