EQ rogues are often treated in-game as brigands and roughnecks. Barbarians fit with that interpretation of the class well enough. Regardless of how the official out-of-game game lore treats them, in-game I regard barbarians more as neutral than good. Rogues aren't saints, a lot of their warriors follow Rallos, and even the Tribunal is portrayed as motivated by vengeance as much as by justice.

For my part I don't particularly trust gnomes. For whatever reason they seem to attract a much higher proportion of annoying twits playing them than other races seem to.

Rogue is a pretty broad class. Certainly it can be the varmints you mention above, as well as traders or scouts.
I think the Tribunal Rogue can also cover the righteous assassin - once the Church of Justice makes a judgement on an individual they could petition assistance from one of the White Rose masters to deliver a Patsie's Magic Throwing Boulder from behind a Burly Gnoll.
