Its a secret recipe of low rez or low detail textures that allows maximum immersion and imagination. N64 graphics pretty much always worked because they had almost no textures. EQ graphics very similar.
Cell shading usually looks a bit too cartoony but I think something in that vein is the secret sauce.

A direct ripoff of the Zelda Breath of the Wild design might work good for EQ; cell-shaded characters, monsters, weapons, but the world itself is not cell shaded, so it doesn't get overly-cartoony and it also creates a really nice visual dynamic within the eye, because the things you naturally want to focus on (moving characters) look fundamentally distinct from the background\environment.
