I think under control is considered below 5% percent positivity with tests (5% or less tests coming back positive), this would have to be nationally of course. Last I checked my state was 19% percent positivity last month, maybe 12% positivity this month. So not as bad as last month, but definitely not under control under Biden. This is just here though
