That's a bit too slow, but yes I think it's good to have a leveling speed limit, especially new servers. It's actually realistic to Classic EQ too, considering the amount of server downtime during those first couple months.

step 2: get farmed by higher levels assisting lower levels (don't say this won't happen, it was constant when I was playing on Sullon Zek. That's not going to be the experience on a current Red server with a proper ruleset. Sullon Zek did not have level limits for PvP. It did not have a LnS policy.
