There are already extensive changes to this coming in the next real patch. I don't believe there was a bug report I responded to, so currently my upcoming patch note simply reads:

Kozyn Gigglephizz's quest now exists.
While researching tinkering, a rabbit hole was formed that ended up adding a lot of missing content from dialogue to spawns, the renaming of Sanfyrd Montop to Featherhead in the early days, etc etc. Anyone that has the chance in the future should talk to Sanfyrd pre-Kunark era about this quest.
