Maybe the undocumented outbound papers wasn’t just bureaucratic fail...
Could it be corrupt counters which were entering fake votes in place of real ones. Those counters got removed, then the legit votes were counted, changing the pattern / causing spike? Would that cause the above?
Where is evidence for spike?
