I would loved to have been a fly on the wall for the initial design meeting for the Iksar race.
Designer 1: "I've got a great idea. Let's create a new race and give them innate regen and make them Necromancers".
Designer 2: "Won't that make all non-iksar Necromancers obselete?"
Designer 1: "Yes, isn't it great?!"
Of course the designer was thinking ahead knowing that such balances would be fixed in future expansions but it's a great way to promote Kunark. New races and classes also get special treatment early on.
On P99 that special treatment remains FOREVER unless further expansions are released.
