I think that's what you'd get out of 20k. Might even be stretching it. Don't try to buy an FBSS or SBS on that budget. Not even sure you could get a SotM, no idea what it costs. A Wurmslayer would be alright if you want to use a shield. The AC pieces are by far the most important, and Deepwater should be dirt cheap, people often vendor it. AC > HP > anything else. The Kunark set pieces are hugely worthwhile considering you should be able to get most pieces for under 1k each and they give 16-21 AC. The above set will pretty much maximize the AC you can get in Kunark, save for a few pieces like chest/legs, and you'll make an insane tank for low/mid-level groups. Try to replace your earrings with Sarnak Earring of Station x2 while leveling through your 20s.

Since a lot of people vendor Deepwater gear instead of trading it, try sending tells to people grinding in the zones where the above pieces drop. /who all karnor etc. and periodically ask folks if they have some DW they wanna sell for more than vendor price. It might be hard to find in EC. Also check the shady swashbuckler and vendors near the Freeport bank.

If you make anything other than a dwarf, consider buying an evil-eye bag and a light burlap sack. Don't buy jboots MQ, you can camp it at level 35 or with main. It's a good idea to get a Ghoulbane for soloing in Unrest when you can't find groups.

It's not a terrible idea to go for some wisdom if you focus on it where reasonable. If you use arbitor's, forest loops, warrior totem and adamantite epaulets, it adds up to a decent amount and allows you an extra two or three heals that can occasionally make a difference. It also costs more mana for a paladin to hold aggro than it does for an SK, so you'll be able to tank chain-pulled mobs for longer before needing to med. With the gear available on your budget, you wouldn't really be sacrificing much.
