Sounds to me like minimum wage + gratuity is too low if they can't entice workers, right? Maybe they should pay more?

There are no shutdowns any more in 95%+ of places, the government isn't doing anything to these businesses. If business is still light, it is because people as an aggregate are still making a conscious decision to avoid certain situations out of self preservation or whatever reason.

It sounds like you are desperate for reasons to defend unsuccessful business models, as if no small restaurant business has ever paid their employees more than minimum wage + tips and stayed in business? Sounds like you are the one who is out of touch. Running a business is difficult and risky. You shouldn't be trying to convince the government to end a popular policy designed to ease pandemic suffering because it is having downstream effects on what free, rational-actor employees are choosing to do.
