would have been cool to like give a shields AC a damage bonus to bash or a bash stat even, so you could have a low AC shield with spikes that do big bash damage.

Yeah Slam and Bash are basically the same, other than the shield requirement and the magic weapon check coming from your shoulders. Slam skills up bash, and I haven't seen any damage differences between the two.
