It's mostly because they made tuition free and encouraged people to get an education because they understand they don't have a lot of resources and to change thing around you need brains.
Something your country does not need.
It needs service industry worker so that you can consume.
The brains can be imported once the original country is blown to bits or being governed by a dictator propped up by the us which make the brain flee.
