Essentially. Although "costs" can be pernicious, unexpected, overlooked, or disallowed from full application towards the expense statement, requiring partial application or written off over time. Things that escape the feeble "I turn 1$ of stuff into 5$ mindset". And sometimes you just have to eat the costs.
