I am not sure if this was tested or what but probably a dev that plays green saw a mage with 57 pet soloing something and "felt" it was a good change.

Classic researcher Dolalin provided evidence that Mage pets hit that hard back in classic. You'd have to look through his post history to find it though, I don't have a link handy.
It really does sound wrong that a lower level pet should hit better though ... maybe there's more at play than just max damage?
