This is fake news, and the same rules that were in place 20 years ago are still in place today.
Could you get in trouble for following a player around and intentionally KS'ing them for hours? Yes. If you petitioned because a player took a mob from 'your' camp, the GMs would warn you to stop wasting their time before banning you if you filled out another petition.
If you reported someone for stealing your one mob (even if that mob happened to have an FBSS) the GMs again would tell you to go fuck off. The only time a GM would ever step in is again, if a player followed you around and repeatedly stole your mobs to grief you.
The rules have not changed.
