That's correct. For some of the skills you are getting skill up messages and apparently "real" points. However the extra points don't seem to be counted until the approve
Irate level is reached.
This is a weird thing though. The above is happening with my weapon skills, while dual weild just keeps on climbing with no cap and no red numbers. Meanwhile sneak, bind wound, safe fall are capping appropriately. So in my mind the only one that may be off AND affecting us is dual wield.
