I wouldn't mind if charm was usable once every 6 minutes or something and only lasted 1-3 mins.. And couldn't land on raid mobs and named.

Would definitely do this on my custom box, maybe bump it up to once every 9 monutes and not recastable on the same npc twice without a forced Memblur.
