I believe there are some rounding issues for sure. I did some testing in this thread to find a
WIS to mana conversion formula for Clerics and Shamans:

And I found that Shamans get somewhere between 11 and 12 mana per WIS, depending on how much WIS was added. My guess is they are rounding to the second decimal place, and that is causing inconsistencies.
