Yes, before the hard cap of 255, there is a soft cap of 200, beyond which there are diminishing returns. Past 200 int, the amount of mana you get per point of int gradually decreases. It becomes increasingly important to prioritize direct mana.
This isn't to say we should all keep our int at 200 and then go pure mana...for instance, 10 int would still give you more mana than 20 direct mana. It's more curved.
The same applies to wisdom.
This is pretty widely-known. It's common for people to recommend gradually shifting toward +mana items (or other stats, like hp and resists) as int/wis approaches 255.
Some have told me 200 is also a soft cap for other stats, such as stamina->hp, but I have seen no evidence and I can't confirm this.
