Working as intended. Originally, the Kunark evac spells to EJ and Skyfire were only castable from within a Kunark dungeon (so not from any outdoor zone nor old-world dungeon). That restriction was lifted in the June 27, 2001 era, during The Warrens era but before Stonebrunt.
