This is a known issue. It is a client side limitation from what I gather but if you look closer you'll find that after you zone your skill will look correct and your skill points will be given back (at least that's how it used to work).
In the future do a quick search on your issue and see if there are other bug reports. Advanced search and filtering by only the top level bugs forum works best.
