I agree with a good naming and shaming. You're very limited in options as an honorable player on a non-pvp server. But you should definitely petition them. If nothing happens with it, at least their antics will be known and eventually noticed. They're more than likely doing this full time, so they'll get pinched soon enough. Probably laughing their asses off at this thread, but they won't be when they eat a suspension.
Also I love this snitches get stitches character.
