those shots in game are like, some default buttons.. idk your UI folder is borked.

Looks like yeah texture files are missing, and it's just showing up as black/transparent.
I do notice you are getting textures for the buttons/and empty spellholders though, so oyu have some of them.
Nice brush strokes to cover your names btw, but next time you can use mspaint to hide it, instead of literally panting on your monitor and taking a picture with your phone (im just kidding i know you didnt do that)
try downloading a fresh p99 spell files:

Then open that bad boy up, and grab this folder only: P99Files53.zip\
uifiles
replace the
uifiles folder in your EQ directory, with this fresh one.
Load the game, it should be back to default!
