It's been a feature of windows to allow apps to run in "compatibility mode" as if they were running on an older operating system (like xp) even though you are running a newer version. Take a look here for windows 10 compatibility options including the one Albanwr mentioned.

That was half the fix, I ended up having to also run WinEQ2.exe with the compatibility mode you mentioned. Runs better too! Thanks!
