Its a good idea that's been brought up before.
The devs did change the ZEMs not long ago, but it was meant as a permanent change to be more in line with what we think they were in classic. The effect though was very positive on green...folks were willing to get off the typical path and hit up some new (to them) dungeons like CT and Runnyeye.
I believe the era of the rotating zem on live didn't start until after velious (maybe luclin or PoP)...not that it means it can't be done here, but I don't think it would be (strictly) "classic".
