It has been a while, so yeah could have been 7.
His pathing also includes the Y intersection of the river. Both times I have killed him on this server that is where I eventually caught up to him.
Basically if you do see him on track but somebody beats you to him just note the time and make sure you are back there roughly 6.5 hours later. Sitting on the little hill between the Entrance to Permafrost and the north tower is a nice safe place to sit where you can actually see him and track him but not get bothered by other mobs.
