I don't think the "your enemies have forgotten you" notification is even implemented. You were right about the roamers, whoever you were. Those seem to be the ones that can't forgive and forget no matter what.
I sat feigned in KC in the castle for a good 3 minutes and the roamer still got uber butthurt when I stood back up. Told all his friends too, the jerk.
