It's typically impossible to quantify an attribution to a hack without some sort of specific human intelligence. It's always guesswork and what's a convenient enemy-of-the-day. CIA and GCHQ leaks demonstrated that both of those agencies have specific protocols for making their own hacks appear to have been done by whichever actors they want - Russia, China, Nkorea, France, whoever. From the outside POV, every single piece of hack news with specific attribution we have ever received has been Fake News spy games.
Some insiders may know of one or two hacks where there was an informer who attributed the hack specifically, but that has never once been the narrative we've heard. So yeah, if you believed any specific report you were taken for the fool.
