In a typical election about 4% of absentee ballots are rejected due to signature mismatch or being filled out incorrectly\unclearly. This election the rejection rate for all absentee and mailed-in ballots was less than 0.6%. So, unless people just got super good at writing their signatures this election, many votes were counted that shouldn't have been, thus making them illegal votes. 3% of the millions of mailed-in ballots is certainly more than 19, but I'm sure gravydoo has some conveniently narrow definition of what constitutes a fraudulent vote.
"Pfff whatever the signature looks totally different but who cares" is apparently a legitimate vote to him!
