Routine government corruption. The drug companies give hundreds of millions of dollars every year via slush funds like the Bill & Melinda Gates Foundation to whoever is willing to shill for them.
As someone who works on Wall Street you should be quite familiar with the carousel between the SEC/Treasury and top investment banks. It's the same way everywhere.
