Yes, and mail in ballots are inherently more susceptible to fraud or simple error. There is a much longer chain of custody than voting in person. Unfortunately even the systems we have in place for in-person voting are, allegedly, susceptible to simple manipulation. All vote collection regardless of what system is used is ultimately run by humans, who have biases and possibly motives. That's the point of doing as thorough an investigation as possible, if there is evidence of voting irregularities or anomalies.

Also, if you wanted to commit fraud as somebody involved in vote counting, the fact that democrats are more likely to mail in votes is perfect. You have the perfect fallback: Well, yeah literally 99% of these votes are for biden, but that makes sense cause they are mail ins.
