It doesn't appear that Kobold Pelts needed to complete the
Kobold Killing quest are dropping off kobolds in Toxxulia Forest.
Initially, I thought it might be due to them being added in some later patch (with The Hole or The Warrens perhaps), but these Everlore snapshots from 1999-2000 for
Kobold Runt,
Scout,
Sentry,
Shaman, and
Watcher list Kobold Pelts as a drop. This Jan. 2000 comment from the Kobold Scout entry mentions turning them into "a woman in the warrior guild" (Tabure Ahendle) to complete the quest:

In Qeynos There is a woman in the warrior guild who will give you a raw-hide tunic for 4 Kobold pelts. She may give out other parts but I have done it five time and got a tunic every time.

Kobold Pelts are also a quest item for the female steel warrior that stands just outside the warrior guild house in the arena in qeynos.

Also, the above Kobold entries indicate a faction hit of -Kobold upon death. Currently, no faction hits are present. This could provide pre-Warrens faction evidence requested in this
thread and might also explain how new erudites (evil ones at least?) initially con indifferent to Toxxulia kobolds as Telin's
post suggests.
