Simple fix: throw out all quest XP reductions/eliminations, across the board. Replace them with a simple (unclassic, but way more classic) limit: you can only get X% (10%? 20%?) of your XP from quests.
This solution requires very little programming for the devs: they just track your "XP from quests" in a separate DB table, and then when "XP from quests" > X% of your total XP, quests stop giving XP.
This addresses the devs' core concern: people in classic generally didn't level off bone chips! It also addresses any other possible quest XP "hack" anyone can ever invent: it doesn't matter how many accounts you have, how many items you save up ... you have to play the game and kill stuff (at least 100% - X% of the time).
But it does allow for normal players, playing classic EQ, to see their bar move when they turn-in the Crushbone Belts they earned in Crushbone.
