I'm confused where Wehrmact is getting a damage bonus of 38 from.
Damage bonus is (level - 25)/3 for 1handers (and possibly two-handers at the moment, not sure if we're at the point where they're boosted). (max of 12 at level 60)
2handers would be (level-25)/2. So at 59 dmg bonus would be 17. That's assuming we've got to this point yet.
I am quiet certain that at this point in time your delay has no affect on what your damage bonus is.
