Again, this was exactly the same thing that happened with Riot was formed. Sure there was a critical mass that came from various places, but there was also dkp packages offered out all over the place to leave your guild and join Riot. Simply not true - maybe you are confused because Riot recruits are allowed to spend DKP during their app period, and since the app period is rather lengthy significant DKP can be built up in that time?
Even at 100dkp a week, which would be like a 10% raider, it would be easy to gain 400dkp during your app period and 400dkp can get you "almost" any non-BiS item (minus some collector items)
Is that maybe what you were thinking?
Infact when a recruit unfortunately does not make full member most Riot peeps are happy to see them get something for their time, you know, because most riot members are normal humans...
